Miss. tax return preparer sentenced to prison for false tax returns

By Jacob Gallant | February 20, 2020 at 1:55 PM CST – Updated February 21 at 6:20 AM

MACON, Miss. (WLBT) – A jury sentenced a Mississippi tax return preparer to 16 months in prison for filing false tax returns.

Investigators said Shelleen Ivory-Farmer, the manager of ABS tax Services in Macon, Mississippi, falsified clients’ tax returns by claiming false education credits, itemized deductions, and business and farming losses.

This was done to increase tax refunds paid by the IRS. The total cost in taxes of the fraudulent claims was more than $1.1 million.

Ivory-Farmer, in addition to the 16 months in prison, was also ordered to serve one year of supervised release and to pay $236,887 back to the United States.

Residents return to homes after days of flooding from Pearl River

By David Kenney | February 19, 2020 at 10:51 PM CST – Updated February 19 at 10:51 PM

JACKSON, Miss. (WLBT) – Walking into flooded homes off North Canton Club Circle, the first thing that hits you is the mold smell, that’s already set in.

Residents by the dozens returned to the neighborhood for the first time Wednesday, after the water levels went down.

Most found they had over a couple inches of water inside their homes.

Flooring, carpet and anything that touched them now ruined.

Michael Holder whose home flooded said, “Can’t stay here now because it’s contaminated to me because all the water, feces, germs all that and the power is off which is a good thing because we might have been burnt down.”

Even with insurance, homeowners are still unsure about what’s covered, and whats not.

With so much damage, many say it will be like starting over.

Arsheka Davis-Jackson said, “As you can see the damage is there I did put a lot of better things up. Some of the things I wanted they’re down low some clothes shoes that I wasn’t able to get out they’re damaged.”

On River Road, Jeff Sharp is helping rip out the flooring of his mothers home.

“79 we had about 7-8 feet it was up to the roof, bottom of the roof, in ’83 we had about 4 feet. This time five inches maybe,” said Sharp.

And Jeff Sharp considers himself lucky.

His family surviving three floods, now having to remodel their home all over again. This is the first time without flood insurance.

Senate bill would allow optometrists to perform eye surgery, ophthalmologists warn of safety concerns

By Chelsey Sellars | February 19, 2020 at 8:07 PM CST – Updated February 20 at 8:15 AM

JACKSON, Miss. (WLBT) – A senate bill stirring up concerns of safety and access in the field of optic medicine in Mississippi.

Medical professionals on both sides of the argument believe it could affect your next surgical eye procedure.

Ophthalmologists and members of the Mississippi State Medical Association lined the steps in the Capitol Building, Wednesday.

They believe that optometrists are not trained for the procedures that Senate Bill 2070 would allow them to perform if passed.

Dr. Kimberly Crowder wants to kill the bill; “they would not be required to go back to medical school and to do a surgical residency to perform some of these medical procedures.”

Dr. Evan Davis with the Mississippi Optometric Association disagrees; “the people who graduate from school today are already taught to do these procedures and what’s happening right now is a lot of our best and brightest optometrist, and even people who are originally from Mississippi, when they graduate they’re looking around at other states.”

Davis also argued that access to an ophthalmologist is a problem in rural parts of the state.

“We even have optometrists in Mississippi that have a dual license in a nearby state so they actually have to see their patient in their clinic in Mississippi and have them drive across state lines to be able to perform the procedure,” he said.

Crowder said access isn’t a problem, but safety is.

“Any time the human tissue on or near the eye is cut with a laser or a scalpel, it is surgery. Calling it anything else is simply not true,” she said.

If passed, the bill would take effect in July.

Employee of Papa John’s in Horn Lake may have exposed customers to hepatitis A

By ShaCamree Gowdy | February 19, 2020 at 9:20 AM CST – Updated February 19 at 4:50 PM

HORN LAKE, Miss. (WLBT) – The Mississippi State Department of Health is investigating its third case of hepatitis A in the state.

The infection is in a DeSoto County restaurant employee and may have led to possible exposure for customers.

An employee of Papa John’s Pizza located at 906 Goodman Road in Horn Lake has been diagnosed with hepatitis A infection. Customers who ate at the restaurant or received a pizza delivery between January 28 and February 11 may have been exposed.

“The risk of transmission of hepatitis A in this situation is likely very low,” said MSDH State Epidemiologist Dr. Paul Byers. “However, as a precaution, we recommend that anyone who ate food from this restaurant between February 6th and February 11th should consider getting a hepatitis A vaccination if they have not done so already. And again, those who may have been exposed between January 28th and February 5th should watch for any possible symptoms of hepatitis A and see their doctor if they become ill.”

Those who think they may have been exposed to this case can receive a hepatitis A vaccination free of charge from 8 a.m. to 5 p.m. on Thursday, February 20 and Friday, February 21 at the DeSoto County Health Department. It’s located at 8705 Northwest Drive, Building A, Suite 1 in Southaven.

Vaccination can prevent hepatitis A only if given within 14 days of exposure. Customers who ate at the restaurant or received a pizza delivery between the dates of exposure would have been exposed more than 14 days ago, so they should watch for any possible symptoms of hepatitis A and see their doctor if they become ill. Customers who ate at the restaurant or had pizza delivered from February 6 through February 11 should get a hepatitis A vaccination if they have not been previously vaccinated.

“The management and staff of the Papa John’s are fully cooperating with MSDH to prevent illnesses as a result of this exposure,” said Byers.

Everyone can prevent the spread of hepatitis A by carefully washing hands with soap and water, including under the fingernails, after using the bathroom or changing diapers, and before preparing or eating food.

REMINDER: There is an ongoing hepatitis A outbreak in Mississippi and surrounding states affecting those who use drugs, those who are in jail or were recently in jail, those with unstable housing or who are homeless, and men who have sex with men. The MSDH continues to recommend hepatitis A vaccination for those specific groups as well.

The governor also said that 19 counties have now submitted damage reports to MEMA.

The First Lady, Elee Reeves, is planning to lead a volunteer effort to help clean up the trash washed up by the flooding.

Reeves also announced that they have started transferring more prisoners from Parchman’s Unit 29.

Three-hundred-and-seventy-five inmates were transferred during the initial surge of violence and the remaining prisoners will be transported in the coming weeks.

“We need a Department of Corrections that corrects criminal behavior,” said Reeves. “We need a department that prevents future violence or crimes. We don’t want anyone who leaves this system to return.”

They are being sent to the Tallahatchie Co. Correctional Facility in small groups.

The first group Wednesday morning tried unsuccessful to bring 7 shanks, 10 cell phones and a bag of marijuana with them.

By China Lee | February 19, 2020 at 3:04 PM CST – Updated February 20 at 8:18 AM

JACKSON, Miss. (WLBT) – The Mississippi State Board of Contractors (MSBOC) is warning property owners affected by recent flooding from the Pearl River to be careful when hiring contractors to repair damage.

MSBOC Executive Director, Stephanie Sills Lee warns what some contractors may try and take advantage of people in need.

“Although most contractors are honest, there are contractors who take advantage of individuals, especially in disaster situations,” warns Lee.

MSBOC offers the following suggestions for hiring contractors to repair any damage sustained as a result of the floods:

  • Don’t rush into repairs, no matter how badly they are needed.
  • Don’t pay cash or give money up front.
  • Be cautious of door to door offers of repair service and flyers or business cards that are left on your doorstep or in your mailbox.
  • Get at least three estimates and verify references.
  • Have a written agreement detailing the work to be performed.
  • Obtain copies of the contractor’s license and insurance policy and verify the documents are valid.

Homeowners can use MSBOC online resources at www.msboc.us to check the license status of the contractor they plan to hire, and to get tips on wise repair and improvement choices.

Former Walls police chief indicted on embezzlement charges

By ShaCamree Gowdy | February 19, 2020 at 11:43 AM CST – Updated February 19 at 11:45 AM

DESOTO COUNTY, Miss. (WLBT) – State Auditor Shad White announced Wednesday that Special Agents from his office have arrested the former police chief of the Town of Walls.

Herb Brewer has been indicted by a grand jury for embezzlement. A demand letter worth $6,943.58, including interest and investigative costs, was issued to Brewer at the time of his arrest.

Brewer is accused of embezzling city funds by selling vehicles seized by the police department and pocketing the proceeds. He allegedly sold a Ford Mustang and a Chevrolet Tahoe to members of his own family. By failing to deliver the proceeds from the sale of the cars to the Town of Walls, he allegedly embezzled $1,850 from taxpayers.

After identifying the bills of sale for the two vehicles, investigators determined Brewer sold the vehicles for less than they were worth, furthering the taxpayer loss by a combined $2,730.

“As long as I hold this position, the Auditor’s office will continue to hold officials accountable when they use their offices to benefit themselves or their family,” said Auditor White. “This sort of illegal self-dealing will not be tolerated.”

Brewer surrendered to Special Agents at the DeSoto County Sheriff’s Office. A bond amount was not immediately set.

A $50,000 surety bond covers Brewer’s time as police chief of Walls. A surety bond is similar to insurance designed to protect taxpayers from corruption. Brewer will remain liable for the full amount of the demand in addition to criminal proceedings.

If convicted, Brewer faces $5,000 in fines and 5 years in prison.

61,000 Mississippians have flood insurance. Many flood victims are not among them.

By David Kenney | February 18, 2020 at 9:38 PM CST – Updated February 19 at 5:41 AM

JACKSON, Miss. (WLBT) – As the waters begin to recede from the flooded neighborhoods, residents are going in to inspect the damage.

Some were lucky and kept the flood out, others not so much.

Deion Thompson says he plans to help his neighbors who weren’t enrolled in the National Flood Insurance Program.

Their homeowners insurance won’t cover losses or repairs.

Anyone with flood insurance would have had to have it 30 days before the flood for it to be activated.

Janice Lewis, who lives off Foxboro Drive, said, “Unfortunately, I didn’t have flood insurance. I hope that I’ll be able to get government assistance, family and friends that can help out.”

The Mississippi Insurance Department says over 61,000 thousand Mississippians have flood insurance, but many who were flooded this week are not among them.

Until a federal flood declaration is given to Mississippi, those people may have to come out of pocket for repairs.

Nathaniel Green, a contractor, said, “There’s going to be a lot of people who don’t have insurance who are going to be stuck with a lot of mold potential and a lot of water restoration. If they’re not prepared to financially handle it, it’s going to be rough.”

Residents without flood insurance are hoping for federal assistance, but FEMA has not declared one for Mississippi at this time.
